The President. Thank you all for that heartwarming reception—and heartwarming can be used on this particular day.
Well, it's good to be back in the great State of Michigan, and it's great to be in the Tri-City area. You know, being a native midwesterner, I'm always happy when I come to this part of the country—maybe because you make me feel at home.
But you in Michigan champion the bedrock values on which our country was built—belief in God, love of family, neighborhood, and good, hard work. Here are steadiness of purpose and strength of patriotism. My opponent may take a negative view of America, but he'd better not try to peddle his doom and gloom in Michigan.
Let me just ask you a question. Do you believe America is better off than it was 4 years ago? [Applause] Well, then I know what the answer would be if I asked the next question: Do you believe America's greatest days are yet to come? [Applause]
Well, let me tell you, you have some outstanding candidates for the Congress who feel just the same way. Jack Lousma served with distinction as a colonel in the Marine Corps and as an astronaut. He piloted the space shuttle Columbia on one of its first flights. And today he is a candidate for the United States Senate. And he believes in keeping your taxes down, and I can guarantee you, his opponent, the present incumbent, does not believe in keeping your taxes down.

Statement on the Telecommunications Services Agreement

I am pleased to announce that American-led negotiations in Geneva have resulted today in a landmark agreement that will liberalize world trade in telecommunications services. Telecommunications services trade—including telephone, data, satellite, and cellular services—is already a $600 billion industry. It is expected to grow to more than $1 trillion over the next 10 years. U.S. telecommunications firms are the most competitive in the world. This agreement will open markets in nations that account for over 90 percent of the world's telecommunications trade and allow U.S. companies to compete on an equal basis. Today's agreement will bring clear benefits to American workers, businesses, and consumers alike—new jobs, new markets, and lower prices—and will spread the benefits of a technology revolution to citizens around the world.
Just 2 months ago the United States led efforts to complete the information technology agreement, which zeroes out tariffs on a broad range of information technology goods, such as computers, telephone equipment, and semiconductors. Today's agreement opens markets for the services for which many of those information technology products are used—basic telecommunications. These are critical steps toward realization of the American vision of a global information infrastucture.
I want to thank the Vice President for his important role in launching these negotiations nearly 3 years ago. I also want to congratulate America's Trade Representative-designate, Ambassador Charlene Barshefsky, for her skilled and determined efforts. This important agreement advances our interests and opens new opportunities for growth, prosperity, and progress. I also want to thank FCC Chairman Reed Hundt and Deputy U.S. Trade Representative Jeff Lang who helped bring these negotiations to their successful conclusion.

Good morning. Today I'm pleased to announce a major new step in our efforts to protect America's children: a universal system for attaching child safety seats in cars. This system, developed by a blue ribbon commission of industry and consumer groups, will make safety seats easier to install and more secure on the road. It will save young lives.
In my State of the Union Address, I issued a call to action to all Americans to prepare our people for the 21st century. Building strong families is central to that mission. That's why we must do all that we can to help parents do all they can to live up to one of the greatest responsibilities anyone can have, to care for a child.
Parents are always on the lookout to make sure their children are safe. That's especially true when you get in the car. Thousands of children are killed in car accidents every year; tens of thousands more are injured.
Even though America's cars and roads are the safest in the world, we must make them safer. That's why today, the final day of National Child Passenger Safety Week, I'd like to talk with you about the steps we're taking to save more lives on the road.
First, we will continue to stress the fundamental rules of safety: seatbelts, safety seats for small children, children 12 and under buckled up and in the back seat. Last month, I instructed the outgoing Transportation Secretary, Federico Pena, to develop a plan to get more Americans to wear seatbelts. I'm delighted to be joined today by our new Transportation Secretary, Rodney Slater, who came to us from the Federal Highway Administration. He knows a lot about this issue, and he will present that plan to me in March. When he does, I will be ready to review it and act on it.
We must also continue to support law enforcement in its effort to increase compliance with safety laws.
Second, we have taken action to make it clear that on America's roads there is no room for alcohol or drugs. We fought to make it illegal for all young people under 21 to drive with any alcohol in their blood, and 34 States now have these zero-tolerance laws. We're also developing a plan to make teens pass a drug test as a condition of getting a driver's license.
Third, we've worked to make air bags, one of our most important safety tools, safer for children. All cars and safety seats now come with warning labels to remind drivers to keep children in the back seat. Plans are underway to permit manufacturers to install less powerful air bags and to phase in a new generation of "smart" air bags. Air bags have saved a lot of lives. With these improvements, they'll save even more.
And today we're taking a fourth step: We will make child safety seats safer. These seats are the most effective safety device to protect very young children. In car crashes, they reduce the risk of death or serious injury to infants by 70 percent. They cut the fatality and injury rate for children aged 1 to 4 in half. But while all 50 States have car seat laws, studies show that 40 percent of the time young children do not even ride in safety seats, and even when they are placed in child safety seats, 80 percent of the time children are either not fully secured or the car seats are not properly attached.
The fact is, despite parents' best efforts, car seats are hard to install. Not all 100 models of car seats fit in all 900 models of passenger cars. And even when they do, it's no simple task to put them in place. Seat belts are not designed primarily to hold child safety seats. Anyone who's wrestled with a car seat knows what I'm talking about. Thousands of frustrated parents have called our Transportation Department hotline with questions about how to use car seats properly.
Parents are not alone in their concerns. Automobile and car seat makers, consumer organizations, the medical community all have felt there was too much confusion surrounding child seat safety. In response to this problem, my administration convened a blue ribbon panel, with representatives from all these groups, to find ways to make it easier for parents to protect their children with safe, secure car seats.
Today I am pleased that we are acting on the panel's number one proposal, a universal system for attaching car safety seats. Under a Transportation Department plan, every car safety seat would have two standard buckles at its base. Every car would be equipped with standard latches in the back seat designed specifically to fasten to these buckles. There would also be universal attachments to secure the top of the safety seat to the car's interior, so car seats would be locked in from top to bottom. This plan will go out for public comment next week. If approved, the new safety system could be on the market by 1999.
A car seat can protect a child from the violence of the worst crashes. So today we are acting to solve a problem that's been around for too long. We're taking steps to make sure that your child's car seat will stay put in your car every time. With this plan, we're moving closer to the day when safe, well-attached car seats will be the rule of the road.
Together, these efforts represent a new spirit of cooperation in America, with industry and Government working with the American people to support our families as they seek to make life safer and better for our children.

81 - Statement by the President Making Public the Report of the Commission on Labor Relations in Atomic Energy Installations.
April 18, 1949
ON September 3, 1948, I appointed a special commission of three experts in labor-management relations to make a study of the problem of peaceful and orderly settlement of labor disputes in Government-owned, privately-operated atomic energy installations.
The members of the special commission, William H. Davis, chairman, Aaron Horritz, and Edwin E. Witte, consulted with labor, management, and the Atomic Energy Commission. Their report, submitted to me today, emphasizes the special responsibility of management and labor in all Government-owned, privately-operated atomic energy installations to seek in every way by voluntary procedures and mutual agreement the settlement of disputes affecting vital operations.
It is the opinion of the Commission that mutual acceptance by both labor and management of this special responsibility will permit settlement of differences through free collective bargaining without interruption of production.
To fortify the principle of free collective bargaining, and to help adapt it to the special conditions of the atomic energy industry, the Commission recommends the establishment of a Labor Relations Panel appointed by the President for the atomic energy programs.
The method suggested would not be a substitute for collective bargaining. The Commission emphasizes that the panel would be effective only if its help is invoked infrequently and in the most difficult cases. It is up to labor and management to settle their own disputes through conscientious bargaining and use of existing conciliation services.
No special legislation is necessary to carry out the recommendations of the report. I shall give careful consideration to the recommendations.
Because of the importance of the report, I am making it public at this time. I commend each member of the Commission for the time and effort given in the public interest to this important task.
Note: The President's Commission on Labor Relations in Atomic Energy Installations was appointed as a result of the labor dispute at the Oak Ridge National Laboratory (see 1948 volume, this series, Item 140). The Commission's report is dated April 1949 (Government Printing Office, 13 pp.).
The report proposed as a mediation agency an Atomic Energy Labor Relations Panel. The Panel was to take jurisdiction only after collective bargaining and the normal processes of conciliation, including the Federal Conciliation Service, had failed to bring about a settlement; it could make recommendations but they were not to be regarded as compulsory.
In recommending that a Panel of three impartial members be established the report suggested that this procedure be given a trial period of 2 or possibly 3 years, subject to termination by the Atomic Energy Commission at any time. The Panel members were to be appointed by the President from nominations submitted to him by the Atomic Energy Commission.

GOOD MORNING, everybody. I am delighted to announce this morning the appointment of Jeanne Holm as the President's Assistant for Women in the White House. She is taking the place of Pat Lindh, who is leaving to go to the State Department.
I am delighted to have you, Jeanne, over here to carry on the very important functions that relate the White House to women throughout the country.
Jeanne, as all of you know, has had a wonderful career in the military. She was the first major general, I think, in the Department of Defense as a woman. She was director of the Air Force activities relating to women from 1968 till 1973, as I recall, retired a year or so ago with great recognition.
She received a Ladies Home Journal award for the Outstanding Woman in Diplomacy in Government. She has been very, very active in a lot of activities concerning the rising, emerging role of women in government. So, we are very, very pleased, Jeanne, to have you on board and to carry on the fine job Pat Lindh has done.
With Pat going over to the State Department and you coming here, we're going to have a first class team, and I am delighted to have you on board.
Major GENERAL HOLM. Thank you, Mr. President. I certainly feel honored and pleased to be here and to be able to work with you. I'm very impressed with the record that you have made in support of the women's issues and certainly with the magnificent appointments that you've made in the last several months-Carla Hills and Anne Armstrong--and your stand on the ERA, an argument involving women for some time.
I assure you I have a personal commitment and an emotional commitment to it. And it's nice to fed that you are going to be working for someone who also has that commitment, and I have a feeling you do.
THE PRESIDENT. We're delighted to have you on board. I think that you will find the job challenging; you'll find it interesting, and you can rest assured I will back you 100 percent.

You know, Abe Lincoln said that we must disenthrall ourselves with the past—and then we will save our country. And 4 years ago, that's what we did. We made a great turn, we got out from under the thrall of a government which we had hoped would make our lives better, but which wound up living our lives for us.
Four years ago we began to navigate by certain fixed principles. Freedom was our North Star, and common sense our constellations. We knew that economic freedom meant paying less of the American family's earnings to the Government, and so we cut personal tax rates by 25 percent across the board.
We knew that inflation, the quiet thief, that thief was stealing, along with record interest rates, stealing your future. We knew that our national military defense had been weakened, so we decided to rebuild and be strong again to be prepared for peace.
It was a second American revolution, and it's only just begun. But America is back, a giant on the scene, powerful in its renewed spirit, powerful in its growing economy, and powerful in its ability to defend itself and secure the peace. And do you know something? That's not debatable.
Yet 4 years after our efforts began, small voices in the night are sounding the call to go back, to go back to the days of drift, the days of torpor, timidity, and taxes.
My opponent's understanding of economics is well demonstrated by his predictions. Just before we took office, he said that our economic program was obviously, murderously inflationary. And just a short time later we brought inflation down from above 12 percent to around 4 percent. And just after our tax cuts, he said the most that he could see was an anemic recovery. And that was just before the United States' economy created 6 million new jobs in 21 months. My opponent said that decontrolling oil prices would cost you, the American consumers, $36 billion. Well, one of the first things we did was eliminate the control of oil prices, and the price of gasoline went down 8 cents a gallon.
I've got it figured out that all we have to do to get our economy in absolutely perfect shape is persuade him to predict absolute disaster. [Laughter]
He says he cares about the middle class, but he boasts, "I have consistently supported legislation, time after time, which increases taxes on my own constituents." Doesn't that make you want to be one of his constituents again?

RESOLVED, That Richard M. Nixon, President of the United States, is impeached for high crimes and misdemeanours, and that the following articles of impeachment to be exhibited to the Senate:
ARTICLES OF IMPEACHMENT EXHIBITED BY THE HOUSE OF REPRESENTATIVES OF THE UNITED STATES OF AMERICA IN THE NAME OF ITSELF AND OF ALL OF THE PEOPLE OF THE UNITED STATES OF AMERICA, AGAINST RICHARD M. NIXON, PRESIDENT OF THE UNITED STATES OF AMERICA, IN MAINTENANCE AND SUPPORT OF ITS IMPEACHMENT AGAINST HIM FOR HIGH CRIMES AND MISDEMEANOURS.
ARTICLE I
In his conduct of the office of President of the United States, Richard M. Nixon, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in violation of his consitutional duty to take care that the laws be faithfully executed, has prevented, obstructed, and impeded the administration of justice, in that:
On June 17, 1972, and prior thereto, agents of the Committee for the Re-election of the President committed unlawful entry of the headquarters of the Democratic National Committee in Washington, District of Columbia, for the purpose of securing political intelligence. Subsequent thereto, Richard M. Nixon, using the powers of his high office, engaged personally and through his close subordinates and agents, in a course of conduct or plan designed to delay, impede, and obstruct the investigation of such illegal entry; to cover up, conceal and protect those responsible; and to conceal the existence and scope of other unlawful covert activities.
The means used to implement this course of conduct or plan included one or more of the following:
Making false or misleading statements to lawfully authorized investigative officers and employees of the United States;
Withholding relevant and material evidence or information from lawfully authorized investigative officers and employees of the United States;
Approving, condoning, acquiescing in, and counselling witnesses with respect to the giving of false or misleading statements to lawfully authorized investigative officers and employees of the United States and false or misleading testimony in duly instituted judicial and congressional proceedings;
Interfering or endeavouring to interfere with the conduct of investigations by the Department of Justice of the United States, the Federal Bureau of Investigation, the office of Watergate Special Prosecution Force, and Congressional Committees;
Approving, condoning, and acquiescing in, the surreptitious payment of substantial sums of money for the purpose of obtaining the silence or influencing the testimony of witnesses, potential witnesses or individuals who participated in such unlawful entry and other illegal activities;
Endeavouring to misuse the Central Intelligence Agency, an agency of the United States;
Disseminating information received from officers of the Department of Justice of the United States to subjects of investigations conducted by lawfully authorized investigative officers and employees of the United States, for the purpose of aiding and assisting such subjects in their attempts to avoid criminal liability;
Making or causing to be made false or misleading public statements for the purpose of deceiving the people of the United States into believing that a thorough and complete investigation had been conducted with respect to allegations of misconduct on the part of personnel of the executive branch of the United States and personnel of the Committee for the Re-election of the President, and that there was no involvement of such personnel in such misconduct: or
Endeavouring to cause prospective defendants, and individuals duly tried and convicted, to expect favoured treatment and consideration in return for their silence or false testimony, or rewarding individuals for their silence or false testimony.
In all of this, Richard M. Nixon has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice and to the manifest injury of the people of the United States.
Wherefore Richard M. Nixon, by such conduct, warrants impeachment and trial, and removal from office.
ARTICLE II
Using the powers of the office of President of the United States, Richard M. Nixon, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in disregard of his constitutional duty to take care that the laws be faithfully executed, has repeatedly engaged in conduct violating the constitutional rights of citizens, impairing the due and proper administration of justice and the conduct of lawful inquiries, or contravening the laws governing agencies of the executive branch and the purposed of these agencies.
This conduct has included one or more of the following:
He has, acting personally and through his subordinates and agents, endeavoured to obtain from the Internal Revenue Service, in violation of the constitutional rights of citizens, confidential information contained in income tax returns for purposed not authorized by law, and to cause, in violation of the constitutional rights of citizens, income tax audits or other income tax investigations to be intitiated or conducted in a discriminatory manner.
He misused the Federal Bureau of Investigation, the Secret Service, and other executive personnel, in violation or disregard of the constitutional rights of citizens, by directing or authorizing such agencies or personnel to conduct or continue electronic surveillance or other investigations for purposes unrelated to national security, the enforcement of laws, or any other lawful function of his office; he did direct, authorize, or permit the use of information obtained thereby for purposes unrelated to national security, the enforcement of laws, or any other lawful function of his office; and he did direct the concealment of certain records made by the Federal Bureau of Investigation of electronic surveillance.
He has, acting personally and through his subordinates and agents, in violation or disregard of the constitutional rights of citizens, authorized and permitted to be maintained a secret investigative unit within the office of the President, financed in part with money derived from campaign contributions, which unlawfully utilized the resources of the Central Intelligence Agency, engaged in covert and unlawful activities, and attempted to prejudice the constitutional right of an accused to a fair trial.
He has failed to take care that the laws were faithfully executed by failing to act when he knew or had reason to know that his close subordinates endeavoured to impede and frustrate lawful inquiries by duly constituted executive, judicial and legislative entities concerning the unlawful entry into the headquarters of the Democratic National Committee, and the cover-up thereof, and concerning other unlawful activities including those relating to the confirmation of Richard Kleindienst as Attorney General of the United States, the electronic surveillance of private citizens, the break-in into the offices of Dr. Lewis Fielding, and the campaign financing practices of the Committee to Re-elect the President.
In disregard of the rule of law, he knowingly misused the executive power by interfering with agencies of the executive branch, including the Federal Bureau of Investigation, the Criminal Division, and the Office of Watergate Special Prosecution Force, of the Department of Justice, and the Central Intelligence Agency, in violation of his duty to take care that the laws be faithfully executed.
In all of this, Richard M. Nixon has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice and to the manifest injury of the people of the United States.
Wherefore Richard M. Nixon, by such conduct, warrants impeachment and trial, and removal from office.
ARTICLE III
In his conduct of the office of President of the United States, Richard M. Nixon, contrary to his oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has failed without lawful cause or excuse to produce papers and things as directed by duly authorized subpoenas issued by the Committee on the Judiciary of the House of Representatives on April 11, 1974, May 15, 1974, May 30, 1974, and June 24, 1974, and willfully disobeyed such subpoenas. The subpoenaed papers and things were deemed necessary by the Committee in order to resolve by direct evidence fundamental, factual questions relating to Presidential direction, knowledge or approval of actions demonstrated by other evidence to be substantial grounds for impeachment of the President. In refusing to produce these papers and things Richard M. Nixon, substituting his judgment as to what materials were necessary for the inquiry, interposed the powers of the Presidency against the the lawful subpoenas of the House of Representatives, thereby assuming to himself functions and judgments necessary to the exercise of the sole power of impeachment vested by the Constitution in the House of Representatives.
In all of this, Richard M. Nixon has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice, and to the manifest injury of the people of the United States.

Donor's White House Access Used in Asia, Records Show

WASHINGTON — Despite strong warnings from national security officials, the Clinton Administration provided extraordinary access to a Torrance, Calif., fax machine dealer who used the White House to ingratiate himself with Chinese government officials and Asian clients, internal records released on Friday show.
Johnny Chien Chuen Chung, a Taiwanese American entrepreneur who donated $366,000 to the Democratic National Committee during last year's election campaign, traveled to Taiwan in 1994 carrying a personal letter of endorsement from Clinton. The following year, he went to China with a letter of support from Democratic National Committee Chairman Donald L. Fowler, proposing to win the freedom of dissident Harry Wu.
Chung was permitted to escort dozens of Chinese guests through the White House--making at least 10 visits after administration officials cautioned that he was using his connections to strike questionable business deals overseas.
"I think he should be treated with a pinch of suspicion," Robert L. Suettinger, a National Security Council expert on Asian affairs, wrote in April 1995. "My impression is that he's a hustler, and appears to be involved in setting up some kind of consulting operation that will thrive by bringing Chinese entrepreneurs into town for exposure to high-level U.S. officials."
Chung's case illustrates how far the Clinton administration sometimes went to cater to large campaign contributors, even when a donor's motives or intentions might be suspect. The Democrats' fund-raising operation, which collected more than $120 million last year, is under investigation by the Justice Department. Investigators are probing reports that the Chinese government may have sought to direct illegal foreign contributions to the Democratic Party.
The Times disclosed in November that Chung made at least 49 visits to the White House, often bringing prominent Chinese guests, between early 1994 and June of last year. Chung often flashed a thick portfolio including a dozen photos of him with the president and first lady in his sales pitch to clients interested in his fax system business.
Administration and DNC officials acknowledged once again Friday that they failed to initiate any background checks or screen donors who were referred to the White House to pose for photographs or sip coffee with the president.
"We've instituted new vetting procedures to ensure that only appropriate individuals are included in events with the president in the future," said White House spokesman Lanny Davis.
As for Chung himself, White House Press Secretary Mike McCurry said: "You're not going to see him around here any time soon."
The Torrance businessman was included among 51 prominent figures and corporations that were issued subpoenas this week by the Senate Government Affairs Committee.
Chung could not be reached Friday at his business or residence and his lawyer declined to comment. In November, Chung said in a statement to The Times that his donations were entirely proper and that he had not received any favors.
"While I am honored and privileged to have met the president and various officials, neither I nor my company have received any preferential treatment from the White House or any government official--merely occasional words of encouragement."
The internal records released by the White House Friday consisted of documents submitted to the Senate Intelligence Committee in connection with the nomination of Anthony Lake, Clinton's national security advisor, to be CIA director. Committee members have expressed concerns about possible contacts between donors and officials of the National Security Council.
The documents show that Chung took advantage of the numerous invitations he received to White House events and of other opportunities at fund-raising dinners to introduce Chinese associates to Clinton.
In March 1995, the DNC arranged at the last minute for Chung and six Chinese officials to watch Clinton's live weekly radio address in the Oval Office. The president's aides allowed the group to attend, "not knowing anything about them except that they were DNC contributors," according to an e-mail message by an NSC official. "It turns out they are various Chinese gurus and the [president] wasn't sure we'd want photos of him with these people circulating around," one administration aide wrote.
"(FYI--these people are major DNC contributors and if we can give them the photos, the president's office would like to do so)."
Suettinger, the NSC Asia expert, responded: "I don't see any lasting damage to U.S. foreign policy from giving Johnny Chung the pictures. And to the degree it motivates him to continue contributing to the DNC, who am I to complain?"
In October 1994, Chung received a personal note from Clinton that he apparently used to impress potential clients and government officials on his travels to Taiwan, the records indicate.

WASHINGTON — President Clinton, citing his concern over a political system awash in big money, last month trumpeted a new voluntary ban on gifts from foreign nationals and contributions over $100,000 at the Democratic National Committee.
But Clinton's attempt to lead by example is not deterring him from appearing at a lavish fund-raiser planned in New York next week for the Democratic Senatorial Campaign Committee, a group that has said it has no plans to abide by the president's call for voluntary restraints on raising money.
The White House says there is no contradiction between Clinton's rhetoric calling for an end to large gifts and his action to help groups still soliciting these types of contributions. "We have adjusted voluntarily some of the requirements that we will place on fund-raising for the Democratic National Committee," White House Press Secretary Mike McCurry said. "We would hope that the Senate and the House would make some changes too but we're not going to dictate to them their policies."
The DSCC and its counterpart in the House, the Democratic Congressional Campaign Committee, say they will not impose voluntary restraints unless Republicans do the same. Democrats also note, correctly, that the GOP continues to outraise Democrats significantly.
And while Clinton hears daily criticism over allegations that DNC contributors got special White House access, the RNC is planning its own events to let donors and GOP leaders get together.

Gregory Harbaugh and Joe Tanner, eager to get started with their mechanics' chores, floated into shuttle Discovery's open cargo bay nearly an hour ahead of schedule for the second spacewalk of the Hubble servicing mission.
Their job while circling Earth at 5 miles a second: to install a guidance sensor needed to lock on to astronomical targets, an electronic package for the sensor and a data recorder.
Meanwhile, in the cockpit, the pilots planned to boost the shuttle into a slightly higher orbit in which Hubble will be released early next week.
During the first spacewalk the night before, Mark Lee and Steven Smith plugged two new science instruments into Hubble to expand its vision of the cosmos.
Lee and Smith turned in a by-the-book performance 370 miles above Earth to modernize the $2-billion Hubble, which was launched in 1990.

HOUSTON — Working with practiced ease while circling Earth at 5 miles a second, a spacewalking duo plugged two new science instruments into the Hubble Space Telescope on Friday to expand its vision of the cosmos.
Space shuttle Discovery astronauts Mark Lee and Steven Smith turned in a by-the-book performance 370 miles above Earth during the first of four spacewalks to modernize the $2-billion telescope, which was launched in 1990.
The new instruments--a spectrograph with two-dimensional detectors and a near-infrared camera--should be 30 to 40 times more efficient and powerful than the old ones, and allow astronomers to peer back into the universe practically to the beginning of time.
"One-hundred percent successful," Mission Control's Jeffrey Hoffman told the crew. "Great way to start."
Spacewalk No. 2 was scheduled for Friday night. This time, astronauts Gregory Harbaugh and Joe Tanner were to install three lesser components: a guidance sensor needed for Hubble to lock onto astronomical targets, an electronics package for the sensor and a data recorder.
The shuttle crew also planned to boost the telescope into a slightly higher, and ultimately safer, orbit.
Lee and Smith ventured outside the shuttle late Thursday night and spent 6 1/2 hours in the open cargo bay with the shimmering Hubble, using top-of-the-line power tools as well as old-fashioned muscle power to replace two 1970s-era spectrographs with modern gear.
"From an astronomical point of view, it is almost impossible to imagine the Hubble Space Telescope being any better than it's been for the last three years, but you guys have made it so," said Hoffman, an astronaut-astronomer who took part in the 1993 mission to fix Hubble's blurred vision.
The two new components passed initial tests, but it will be weeks before astronomers know whether the instruments are working. NASA hopes to release the first improved images in early May.
Lee and Smith are scheduled to go back out tonight to install more Hubble parts. Harbaugh and Tanner will wrap up the work Sunday night during spacewalk No. 4.

Two weeks after the 1972 Watergate break-in, President Nixon suggested making a "shambles" of the GOP headquarters and blaming it on Democrats, the San Francisco Examiner reported. Nixon, who made the suggestions to chief political aide Charles W. Colson, suggested that the vandalism take place during the Democratic convention. The July 1, 1972, conversation was captured on more than 200 hours of tapes released by the National Archives in November. There were no reports that the Republican headquarters were vandalized.

The investor whose money prosecutors say was stolen by Alberto W. Vilar, the philanthropist and investment adviser, has been identified as the 67-year-old widow of a California millionaire.
The investor, generally identified in a Securities and Exchange Commission complaint as "L. C.," but on two occasions as "Cates," is Lily Cates, 67, of Manhattan, supporters of Mr. Vilar said, clearing up one of the mysteries surrounding his arrest. The original charges, unsealed on May 27, gave no details about his accuser, who has been identified in unrelated court cases also as Lily Cates Naify.
