5 Years Later, Army Apologizes For Disloyalty Charges

WASHINGTON - Nearly three years after President Clinton righted a wrong by awarding the Medal of Honor to the late Edward Carter Jr. for World War II heroics, the Army officially acknowledged that it inflicted more injustices on Carter than even the president knew.
In a ceremony today in the Pentagon's historic Hall of Heroes, Gen. John Keane, the Army vice chief of staff, apologized to Carter's family for having secretly investigated him as a suspected communist and barring him from re-enlisting in September 1949. The Army has determined the charges of disloyalty had no basis in fact.
"We are here to set the record straight - the whole record," Keane said to an audience that included Carter family members and World War II veterans. "We are here to say we are sorry."
Army Secretary Louis Caldera issued a written apology.
Carter's plight was brought to light last spring by U.S. News & World Report, which chronicled the struggle by Allene Carter, the wife of Carter's eldest son, to restore her father-in-law's good name.
"It's an end to that dark cloud that has been hanging over the family for about 50 years now," Allene Carter said yesterday. "It means more to the family" than the Medal of Honor.
Carter, who died in 1963 at age 47, was awarded the medal in 1997 for his actions more than 50 years earlier, when eight enemy riflemen closed in on him in a field in Germany. Despite having been wounded five times already that day, Carter managed to overcome the hostile troops, killing six of them, capturing two and gaining valuable information about the location of the enemy.

Man gets Medal of Honor for heroism in Vietnam

THE NOMINATION was held up for years by mishandled paperwork and then high-level Pentagon resistance. It was approved after a seven-year crusade.
WASHINGTON - The nation bestowed its highest military honor on a Mexican-American veteran who was not a citizen when he threw his body over three fellow soldiers to protect them in Vietnam.
In a White House ceremony yesterday, 34 years after the fact, former medic Alfred Rascon was awarded the Medal of Honor and saluted by President Clinton for "a rare quality of heroism" displayed in deeds that kept enemy troops from wiping out his platoon.
The nomination of Rascon was held up for years by mishandled paperwork and then high-level Pentagon resistance. It was approved in May, after a seven-year crusade by platoon members and other advocates.
"This man gave everything he had, utterly and selflessly," Clinton said in a ceremony attended by top military officials, other veterans of the 173rd Airborne Brigade and Rascon's family.
Clinton cited Rascon's comment that he had enlisted because he had "wanted to give back something" to his new country. Clinton said this was an example of the military contributions by immigrants, who number 60,000 in the armed forces.
Yet Rascon, 54, now a Maryland resident and inspector general of the U.S. Selective Service System, played down his achievement. "The honor is not really mine," said Rascon. "It ends up being (the honor of) those who were with me that day."
Rascon moved with his family to California as a toddler. When he enlisted in the Army at 17, he joined one of the first U.S. units to fight in Vietnam.
His greatest test came on March 16, 1966, when his unit was sent to reinforce a sister battalion locked in battle north of Bien Hoa, South Vietnam. His platoon suddenly came under attack.
Although Spec. 4 Rascon was ordered to stay back, he raced to the front to try to shield a machine gunner who had been hit. A bullet pierced Rascon's hip as he pulled the gunner to cover.
To help another machine gunner mount a counterattack, Rascon retrieved two belts of ammunition, a machine gun and a spare machine-gun barrel that had been left on the trail. Minutes later, when another soldier was threatened by a grenade, Rascon tackled him and lay across him as the explosive went off.
Bleeding from several wounds, Rascon found another wounded machine gunner. He began treating him, but when another grenade landed, he again shielded the gunner. The explosion punctured Rascon's face, head and neck.
Because of Rascon's help, the gunner was able to lay down machine-gun fire that forced the enemy troops to retreat.
The fight left Rascon so gravely wounded that he was given last rites. Later, because of his injuries, he was discharged from the Army, but he rejoined as an officer, and in 1972 signed up for a second Vietnam tour. He also became a citizen.
Members of Rascon's platoon, thinking his actions at Bien Hoa should have earned him the Medal of Honor, believed the lieutenant who commanded the unit during the firefight was going to nominate him for that decoration. But the lieutenant nominated Rascon for a Silver Star instead.
In 1993, at a reunion, platoon members learned Rascon never got the medal they thought he deserved. They gathered testimony from six platoon members and began to push for the Medal of Honor.
The platoon's petitions were denied. But the efforts of the platoon members, the Vietnam Veterans of America, and Rep. Lane Evans, D-Ill., reached Clinton. In May, the Senate approved a Pentagon recommendation that Rascon be awarded the medal.

Fire chief retiring to join ministry; tenure was rocky

Seattle Fire Chief James Sewell caught the city off guard with the announcement he plans to pursue a new career as a minister.
Even Mayor Paul Schell said he didn't know of Sewell's plans until the two met for the fire chief's annual performance review yesterday.
While Schell wouldn't discuss the performance review, he said there was nothing that led him to think Sewell's decision was anything other than personal.
Schell said he would appoint an interim chief and soon begin a search for a new leader of the 1,119-employee department.
Sewell, appointed chief in May 1997, endured a rocky period with the rank and file during his first year but says his decision to leave was based solely on his desire to enter Christian service.
"This is a decision that I have been considering and working toward for some time," Sewell said in a prepared statement. "I have always enjoyed being a firefighter and fire chief, but God has other plans for me and my wife."
Sewell, 51, said he will leave his post in mid-January and expects to begin a pastoral internship with Canyon Hills Community Church, a nondenominational church in Bothell.
In an interview, Sewell said he has held strong Christian beliefs since he was a teen and that his marriage and life have been built on his faith.
"Lightning didn't strike me a couple of months ago," he said.

Senate approves courthouse tribute

It's all but official: The stately federal courthouse building in downtown Seattle will be named after Medal of Honor recipient William Nakamura.
The U.S. Senate yesterday unanimously passed the bill to name the building after the 22-year-old Seattle native killed during World War II. The House passed the bill two weeks ago.
President Clinton is expected to sign the bill into law within two weeks.

but I think what this all represents is me flying into Iraq, running out of fuel because I engaged enemy fighters, and then having to land and find fuel. I also found myself reading that book by Claire and having a hard time to believe we didn't get swarmed by enemy fighters.

I have sat in on so many of his speeches, and he sat in on so many of mine—I was sort of getting used to getting back to our old routine. I miss Paul Simon in the Senate, but I'm glad he's still here caring about Illinois. He doesn't have an ax to grind, and I think we ought to listen to his recommendations.
Let me also say that I had a good time, Mayor, when I got off the plane and I took my little helicopter to Meigs Field, soon to be Daley Park—[laughter]—and there were still people there when I got out, and they said, "Welcome home, Mr. President," and I love that. Chicago has sort of become my second home—Illinois has. And you all remember that on St. Patrick's Day in 1992 the victory we had here and up in Michigan pretty well assured the nomination, and I will always be grateful for that.

You know, we had the Bulls at the White House the other day, and Scottie Pippen got up and referred to me as his "homeboy"—[laughter]—after which Michael Jordan said that Hillary would always be first in the hearts of Chicagoans. The shortfall for the current fiscal year, which ends Sept. 30, was disclosed by VA officials last week, prompting Murray to accuse the Bush administration of either "deliberate misdirection or gross incompetence."
Yesterday, Murray held a rally outside the Puget Sound VA Health Care System hospital in Seattle to press for the additional funding.

Murray seeks $1 billion for VA [ RACKETEER INFLUENCED AND CORRUPT ORGANIZATIONS US Title 18 ]

U.S. Sen. Patty Murray yesterday sent a letter to the White House asking President Bush to shore up a $1 billion shortfall in Department of Veterans Affairs health-care funding.
Murray, D-Wash., said the deficit could be addressed in an emergency-spending bill in the Senate in the days before the Fourth of July recess.
The shortfall for the current fiscal year, which ends Sept. 30, was disclosed by VA officials last week, prompting Murray to accuse the Bush administration of either "deliberate misdirection or gross incompetence."
